The short answer
Separate the promotional cash-out cap, minimum withdrawal, per-transaction limit and daily or monthly limit. Splitting a withdrawal does not automatically bypass a promotional cap.
Identify what each limit controls
A promotional cap limits the amount eligible from an offer under its rules. A minimum withdrawal is the smallest request a payment method accepts. A transaction maximum concerns a single request. A time-period limit concerns the aggregate over a defined period.
Record the currency beside each value. “100” without a unit, payment method and time period is not a usable comparison.
